Researching the needs of disadvantaged learners and non-learners

The Institute for Employment Studies (IES), together with the National Institute of Adult and Continuing Education (NIACE) and Ipsos- MORI, have been commissioned by the Learning and Skills Council (LSC) to undertake a study to explore the needs of disadvantaged learners and non-learners. 

The research study aims to investigate:

•  the barriers and enablers to participation completion and progression in learning;
• learners' need for, and access to information, advice and guidance; and
• specific issues relating to the cost of learning and financial support.

NIACE are holding three consultation events which aim to:

• disseminate and test out the findings from the quantitative survey;
• seek recommendations for the LSC on initial findings to date; and
• work to define the key groups of learners and non-learners with whom we need to engage with for the third phase of the project, a series of 10 focus groups, and the main issues that should be addressed in the groups.
